Loyal is one of the Boomers who are trying to re-build a B bomber. After completing Volare! No idea where he is. I've looked in the Hanger and Loyal's Home multiple times, to no avail. I've looked around Nellis, too, but he's nowhere to be found. After I did Volare! He isn't on the ground, and theres no way to get up to where he is. I had to use VATS to find him, and had to jump to talk to him. I've looked there a time or two even managed to get up onto the scaffolding , and I've looked down in the interior space made by the scaffolding.
